Purpose and scope
This sample framework illustrates how a future Ministry of Luck operator may describe identity checks, payment controls, transaction monitoring and account safeguards. Production requirements must be supplied and approved for the selected operator and jurisdiction.
Identity and customer checks
The production policy must define when age, identity, address, payment ownership, sanctions, politically exposed person, source-of-funds and source-of-wealth checks are required, which evidence is accepted and how decisions can be reviewed.
Payment controls
Production rules must cover permitted methods, third-party payments, name matching, deposit and withdrawal routing, reversals, chargebacks, linked accounts and escalation thresholds. The payment logos in this prototype are examples only.
Monitoring and restrictions
The approved policy must define risk indicators, ongoing monitoring, case review, temporary restrictions, reporting duties, record retention and legally required limits on customer notification. This browser prototype performs none of those functions.
Governance, privacy and contact
Before launch, the operator must name responsible roles, training and assurance controls, applicable authorities, data-protection safeguards, retention periods and an operational compliance contact.
